They definitely should had reporter the event sooner. Actually, they should interrupt the biker and had taken some step to punish the biker. The authorities now are investigating why the two policemen in the scene did not do anything. In my opinion it is very strange. May be the policemen were involved in the situation, or just tough that was fair because may be the driver had done something that make the biker very mad. However, any kind of misunderstanding between them is not an excuse to physical aggression, and the police men should had to gotten envolved in the case instantly.
I think they needed to stop this guy in a way the didnt discover their real identidy as cops. I think is a uncover cop reveal his identidy, their lifes can be in risk, thats why the needed to stop the crazy guy just telling him to stop him in order to not be charged for something.
I think they should have reported the incident sooner since they are the police. I know that the police have a responsibility to control citizens' welfare. They are related to the incident since it is their job. Whether the bikers or the driver did wrong or not, if they are real the police who are responsible to the incident, they should have noticed it sooner and committed something necessary.
I am absolutely agree with Gyungmin, the police has to react immediately and serve the citizens life if it is in danger... But on the other hand, I also understand that police officers are also just human beings and have right for being mistaken. So, I would excuse them that they didn't do their job properly.... :)
Well, depends on what are their assignment because when the police office give them the assignment, they should knew that could happen. So, I agree that they should report as soon that the mission or assignment that they need to do got finished. For example if a soldier is infiltrate in a enemy troop to get the leader, the soldier cannot stop for be against them until get the objective. So, the soldier behavior need to be similar than the enemy troop.

Yes they should. People should obey the laws no matter who they are. Policemen can be angry, but they should deal with it in a correct way.
